An Opportunity to Support Youth Sports in El Cerrito

If you are anywhere near the Crawford football field on Saturdays through December, you know this is the Pop Warner football season. With full schedules of games, there's more noise, traffic, and parking congestion around the field, but the games are a good experience for the children who participate, their families and the community as a whole. The league playing on Crawford's field is the Center City Bolts Pop Warner Football and Cheer, for children from ages 5 to 15.

The ECCC Board of Directors would like to support youth sports in our community by collecting contributions for a donation to the league in the name of the El Cerrito Community Council.

The ECCC Goal
A donation at the Team Starter level of $150 to $249

COMMUNITY POT-LUCK And SILENT AUCTION
We’d like to see the biggest turnout ever for our annual summer community get-together. Most community councils are blacked out this month, but the ECCC believes in having some fun. Come join us – we’d love to meet you if you are new to the community or say “Hi: How are you” to old friends and acquaintances. We can promise you good company and good food. Just bring your favorite dish and the ECCC will do the rest! Couldn’t be easier on a hot summer evening!

Please bring along your “treasures” for our silent auction. Anything you can “live without” would be appreciated to auction off. The proceeds go to the printing of the newsletter. Some suggestions for the auction are unwanted DVD’s, books, recycled gifts, jewelry, candles, unwanted kitchen items - anything you don’t have a use for that is in good condition. These usually go for a “song,” so a lot of good bargains can be had. We ask if your treasure does not sell, you take it home with you!

COMMUNITY VOTE
A Joint-Use Park at the Harriet Tubman Village Charter School
The ECCC Board of Directors proposed at its meeting on Thursday, August 4, 2011 that the community be asked to vote on whether or not a letter should be sent from the ECCC to our 7th District Councilmember, Marti Emerald, in support of the allocation of funds to create a Capital Improvement Project (CIP) for the development of a joint-use park at the Harriet Tubman Village Charter School. You can let the ECCC know, in advance, if you approve of this letter, make comments on it or suggestions for changes by either calling 619-287-2460 or via e-mail to ECCC@cox.net.

El Cerrito Community Garage Sale

The ECCC will be holding its Community Garage Sale on Saturday, September 17th, 2011. There were about 40 households participating in last year’s Community Garage Sale. We ask that your items for sale are placed out by 8:00 am and you can go until sundown – although most buyers taper off by 12 noon.

The cost of participation is $10.00 per household. The deadline for entries is Saturday, September 10, 2011. Unfortunately, we will not be able to accept applications after this deadline, as it takes time to organize the event. Just mail your checks for $10.00 to P.O. Box 151268, San Diego, CA 92175-1268, with your name, address, phone and/or email contact and a list of items for sale.

Welcome to New and Returning Mid-City Officers
Come join with neighbors in saying “Farewell” to Lt. Chuck Kaye and introduce yourself to Lt. Andrew Hoffman who takes over Lt. Kaye’s job. Friday, July 8, was Lt. Chuck Kaye’s last day at Mid-City. He is moving on to Vice. He will truly be missed by the El Cerrito Community. A presentation to Chuck will be made at the July 21, 2011 ECCC meeting.

Mr. Jim Bartell of Bartell & Associates will give an overview for the Northgate Gonzalez Market planned for the site next to the K-Mart at 54th Street and University Avenue. The new store is scheduled to open at the end of July. The store will have a large meat department, bakery, tortilleria (where they make fresh tortillas on site), fresh produce and prepared foods.

El Cerrito Summer of Fun 2011

Several El Cerrito neighbors have discussed the idea of having neighborhood events & activities. These events would not only be fun, but they would allow opportunities for us to get to know everyone in El Cerrito vs. only to know our neighbors on our streets. It's an excellent opportunity for us to create a very supportive, tight, and small town feel to our very urban neighborhood. This is nothing formal... just people introducing themselves to each other and talking about their neighborhood, life in general, and getting to know each other. There is not an urban neighborhood in San Diego that has attempted this type of neighborhood collective.

If you know another neighbor from a different street, please introduce that neighbor to your friends & neighbors. If you want to go to the El Prado restaurant or anywhere after the concert, it’s your call. (Please pass the word if your neighbor does not have internet access)

Three Options For University Avenue Improvements

The next community workshop for input on these options is set for Thursday July 21.

With funding from the Crossroads Redevelopment Area, planners and consultants have developed 3 options for improvements to all modes of transportation on University Avenue from 54th Street to 69th Street. The goal of the University Avenue Corridor Mobility Study is to identify short-mid and long term projects that will improve pedestrian access, bicycle facilities and accessibility, transit operations and facilities and traffic flow in the corridor. Proposals Include
  • Realignment of Chollas Parkway to an intersection with a traffic signal at University Avenue
  • Raised medians from 54th Street to 69th Street
  • Elimination of free right turn lanes at 54th and 58th Streets, slowing traffic and reducing crossing distance at intersections with large numbers of pedestrians
  • Left turn lanes for 58th Street at University Avenue
  • A pedestrian ramp to improve access to the bus stop on the north side of University Avenue between 58th Street and 60th Street
  • Sidewalks installed where they are missing now

Redistricting Plans Developed

Based on results of the 2010 Census, district lines are being redrawn for City, County, and State representatives. In the College and Eastern areas of San Diego, districts and representation could change significantly. For the City of San Diego and State of California, independent commissions will draw district lines. For San Diego County, the Board of Supervisors will make the final decision.

At its June 16 community meeting, the ECCC approved a letter to the City of San Diego Redistricting Commission. The letter emphasizes the shared interests of communities in the College Area and Eastern Area planning districts, and it calls for including these planning districts in the same City Council district. Submit your own comments and recommendations to the City of San Diego Redistricting Commission at redistricting_2010@sandiego.gov.

ECCC Voter for the Crossroads Redevelopment PAC Election
The Crossroads Redevelopment Project Area Committee (PAC) will hold elections for committee members at its June 23 meeting. There is not an ECCC candidate for the PAC, but the ECCC is eligible to designate a voter for the Community Organization Representative. Designating a voter will be on the agenda for the June 16, 2011, ECCC meeting.

Police Division Realignment

At an April 18 meeting, Mid-City Division Captain Lawrence McKinney informed community leaders that the SDPD is making substantial realignment of its divisions, and beginning September 1, 2011, the College Area is being transferred to the Eastern Division.

As a result, El Cerrito will be served by two different divisions. Neighborhoods south of El Cajon Boulevard will remain in the Mid-City Division, with headquarters on Landis Street in City Heights, but residential neighborhoods north of the Boulevard will now be in the Eastern Division, with headquarters on Aero Drive in Kearny Mesa. Commercial lots north of El Cajon Boulevard will remain in the Mid_City Division.

Chollas Triangle Master Plan

The Chollas Triangle Master Plan will provide specific land use and mobility recommendations and guidance to encourage the development of a mixed-use transit-oriented village supported by park, open space, and creek enhancements within the approximately 36-acre Chollas Triangle site at 54th Street, Chollas Parkway, and University Avenue. The Master Plan process will cover a multitude of topics including land use, mobility, urban design, economic feasibility, and implementation.

Community Input for the Master Plan comes from Community Workshops and a Working Group, including ECCC Board members, Jan Riley, Carl Luster, and Jim Westheimer. Both the Workshops and Working Group sessions are open to broad community participation.

University Avenue Mobility Study

With funds from the Crossroads Redevelopment Area, the City of San Diego is developing new plans for University Avenue. The University Avenue Mobility Study will develop a comprehensive plan to improve all modes of transportation in the University Avenue Corridor. The goal of the study is to identify short-mid and long term projects that will improve pedestrian access, bicycle facilities and accessibility, transit operations and facilities and traffic flow in the corridor. The study area for the project extends along the length of University Avenue from 54th Street to 69th Street.

Community input for the Mobility Study comes from a from a series of Community Workshops and from a Working Group, including ECCC Board member, Carl Luster. Card Room Municipal Code Amendment

In the agenda for its April 20 Board of Director's meeting, the College Area Business Improvement District reports a request by local card rooms to the City of San Diego to amend the Municipal Code to match State Law for card rooms. The Lucky Lady Casino, at 5526 El Cajon Boulevard in El Cerrito, is licensed as a card room under the Municipal Code. The proposed changes would
  • Increase the number of tables allowed in San Diego card rooms from 9 to 11
  • Allow 24 hour operation instead of the current limit of 9:00am to 2:00am
  • Allow the transfer of card room licenses to family members or sale to third parties (Current licenses are not transferable)
The Purpose and Intent of the current card room code (33.3901) states,

"The City Council finds that existence of cardrooms within the City of San Diego has necessitated ever–increasing efforts by Police Department personnel in investigating and responding to criminal activity occurring in and around such establishments; that these increased efforts bring additional costs to the taxpayers and residents of the City, that such establishments attract the incursion of criminal elements into the City, may encourage compulsive gambling, and aggravate existing crime problems in areas of the City where such establishments exist."
