ECCC Amends Bylaws and Adopts Standing Rules

In accordance with the amended Bylaws approved at the January Community meeting, the ECCC Board of Directors adopted a set of Standing Rules at its meeting on March 4. The Standing Rules implement the Bylaws with policies and procedures to guide the month to month operation of the ECCC, its Board of Directors, and Standing Committees. Provisions of the Standing Rules include the order of business for Board meetings, financial policies, community participation, political forums, membership lists, the newsletter, and committees.

At its January 21 meeting, the ECCC amended its bylaws through a vote of the active membership. The Bylaws were last amended in June 2007, and these amendments bring them into line with current practice. The main differences with the 2007 version are changing the notification requirements for decision items from two weeks to one week, establishing a process for creating standing committees, and requiring the Board of Directors to adopt standing rules.

Support Grows for a Trader Joe’s at College Grove

Residents attending the January 21 ECCC meeting expressed their interest in having a Trader Joe’s market at the College Grove Shopping Center. For many years, residents of El Cerrito have included Trader Joe’s as one of the businesses they would like to have in the College Area. Based on this continuing interest, the ECCC Board of Directors is sending a letter to the Trader Joe’s Corporation, recommending a Trader Joe’s at College Grove. With this letter, the ECCC Board adds its support to the same recommendation made by the Redwood Village Community Council.

Ron Roberts, member of the San Diego County Board of Supervisors, has also written the Trader Joe's Corporation, suggesting the College Grove Shopping Center as a location. Anyone can recommend a location for a Trader Joe's market on the Trader Joe's website at
http://www.traderjoes.com/location_requests_form.aspx.

College Avenue Traffic Signals

At its January 28 meeting, the Crossroads Redevelopment Project Area Committee (PAC) voted to recommend funding up to $400,000 for 2 new traffic signals on College Avenue, north of El Cajon Boulevard. With final approval by the San Diego Redevelopment Agency, signals will be installed simultaneously at the intersection of College Avenue and Arosa Street and the intersection of College Avenue and Adams Avenue. 7th District Councilmember Marti Emerald attended the meeting and indicated that her office had identified $50,000 of discretionary funds that could be used for this project.

On Wednesday March 3, the City Council Land Use and Housing Committee is scheduled to consider installing signals on College Avenue at Adams and at Arosa. The agenda for this meeting should be available online on Thursday February 25 at
